Discrimination Complaint Against Joliet Schools Resolved

Joliet Public Schools and I have reached a voluntary resolution agreement in regards to my discrimination complaint against the District. The complaint alleged a hostile work environment, as well as discrimination and retaliation.


In the settlement, Joliet School District administration and Board of Trustees has agreed to complete discrimination and sexual harassment training modules provided by the Montana Human Rights Bureau.


The District has also agreed to begin following its District Policy 5222. All staff, including coaches, will now be provided annual performance evaluations.


As part of the resolution, Superintendent Clark Begger provided a letter briefly acknowledging one of my successful coaching statistics and stating, "Joliet Public Schools thanks Ms. Rockhold Stene for her service to the District."


In the agreement, Joliet Schools also expressed support of my efforts to provide free, professional coaching services to Joliet Schools athletes, as well as their continued support of Joliet Run Club.


In addition, the District will place Montana Human Rights Bureau posters in the high school boys and girls locker rooms, as well as outside administrative offices, with a telephone number students and staff can call to report discrimination and sexual harassment.


The agreement does not constitute an admission by the District of any violation, nor does it constitute an admission on my behalf that the compliant was not credible. It is an agreement to move forward in the best interests of all parties.


In return for the above concessions, I have agreed to withdraw my state and federal discrimination complaints against the District.


At no time did I request monetary compensation throughout this complaint process. The settlement primarily represents the initial requests from the beginning of the complaint process, minus professional training and mentoring of the superintendent, as well as legal training for the administration and Board of Trustees. These were not agreed to in the resolution.


This is the culmination of a significant expense for the District. The total amount of legal fees has not yet been fully released, but is anticipated to be between $7,000 and $13,000.
